Ensuring Your Money Doesn’t Go to Waste

The City of Manteca manages and maintains the Sanitary Sewer System that serves the local community. This system includes approximately 270 miles of pipeline, 19 pump stations, and the Wastewater Quality Control Facility (WQCF).

The WQCF treats and processes about 6.5 million gallons of wastewater per day (mgd). The treated water is either applied to land, discharged into the San Joaquin River, or repurposed as reclaimed water for construction and landscape irrigation.

In order to fund critical infrastructure projects and enhance system reliability, the City of Manteca is proposing an update to a portion of your utility bill: Sewer Rates – what we charge for wastewater services – will adjust annually to fund capital improvement projects and keep pace with inflation.

 Investing In a Better Future

Sewer rates in the City have remained unchanged since 2010, despite significant infrastructure improvement needs. The proposed rate adjustments will provide funding for $79 million in immediate upgrades at the Wastewater Quality Control Facility (WQCF) and over $222 million in critical enhancements to the collection system, ensuring the modernization and reliability of essential infrastructure. Sewer rates help pay for:

Wastewater services provided to customers by the City of Manteca – Maintaining sanitation and supporting public health.

Operating and Maintaining the Wastewater Quality Control Facility – This facility processes and treats the City’s solid waste, removing contaminants and toxins before recycling it for irrigation or safely discharging it into the San Joaquin River.

Sustaining and Upgrading Critical Infrastructure – As the wastewater system ages, timely repairs and replacements are necessary to ensure cost-effective maintenance and reliability.

Background and Proposed Rates

The City’s Wastewater team works daily to maintain the sewer lines across Manteca to ensure a safe and clean environment for all residents. They are also responsible for maintaining 170 miles of pipeline as part of the City’s storm drainage system to keep the streets free of debris and minimize flood risk during heavy rain. By effectively managing solid waste and stormwater, the City protects public health, prevents property damage, and creates a more sustainable future for Manteca’s water.

Since the last rate adjustment nearly 15 years ago, the City of Manteca is facing a future where the increasing population is straining an already aging system. The City worked with an independent consultant to analyze our existing infrastructure and determine the critical maintenance and upgrades needed. Without improvements and expansions to the existing wastewater infrastructure, the City runs the risk of running the system to failure, which would potentially result in significantly reduced output or loss of service for its customers. Because customer rates wholly drive local projects and expansions, the City must consider adjusting rates to cover the necessary funding.

Community Meetings

The City of Manteca invites you to participate in a series of public meetings to share your feedback. These sessions are an opportunity to learn about the City’s wastewater services, the process behind rate determination, California Proposition 218 requirements, and how your payments support essential infrastructure upgrades.

All community meetings will present the same information and will be held at the Manteca Transit Center located at 220 Moffat Blvd., Manteca, CA 95366. The scheduled dates and times are:

  • Wednesday, January 29, 2025 at 2:00 p.m.
  • Wednesday, February 26, 2025 at 2:00 p.m.
  • Wednesday, March 5, 2025 at 6:00 p.m.

After the final community meeting, the City will host a Public Hearing on the proposed rate increases. This will take place at the Manteca City Council Chambers on Tuesday, March 18, 2025, at 6:00 p.m.
